CSM – Common Safety Method

Regulation (EC) No 352/2009 was repealed and Implementing Regulation 402 on a standard approach of safety assessment and risk assessment was released by the European Commission in 2013. This is one of the most important measures to ensure safety in rail transport.

The aim of this Regulation is to harmonize:

risk management procedures that evaluate how modifications to the railway system and its subsystems would affect safety standards and adherence

to the client's legal and regulatory requirements,

exchange of information between railway operators for safety management

evidence gathered through a risk management process

The separate steps of the CSM consist of:

  • Analysis of the significance of change
  • Risk management process
  • Independent assessment
  • Risk supervision management and audits
  • Monitoring and feedback

The risk management process, according to Regulation 402/2013, is a complex process involving:

  • a) Defining the system
  • b) Risk assessment, including the identification of potential risks
  • c) Coded evaluation of risk.
